The state of homelessness is getting worse, and the U.S. Department of Housing and Urban Development highlighted the magnitude of the issue, reporting that more than half a million Americans are homeless on any given night. Homelessness is typically addressed by arresting the homeless – an approach that doesn’t quite solve the problem. More and more police departments are now employing a more solution-focused effort through Homeless Outreach Teams. The secret to this approach: Housing cures homelessness.
A 28-year veteran in law enforcement and corrections, Officer McDonald led the initiative that changed police response to homelessness. In 2012, through a no-nonsense approach, he spearheaded Tampa's Police Homeless Outreach Team (HOT) that advocates problem-oriented, intelligence-led, and community-focused policing. He has assisted hundreds of clients enter into temporary, transitional, or permanent housing and has participated in community collaborations that have slashed chronic homeless rates. He has received multiple awards, commendations, and media attention for his efforts to resolve homelessness.
Mr. McDonald is an in-demand speaker on homelessness. He delivered the keynote address at the 2017 Housing and Ideas Exchange in Manchester, England, and was a featured speaker at the 2018 International Association of Chiefs of Police (IACP) conference, the world’s largest gathering of law enforcement executives, drawing over 18,000 delegates from 83 countries. He has served on the board of directors for Northside Behavioral Health Center and the Housing & Education Alliance, both located in Tampa.
